East Park Reservoir Recreation Development Project, CA

TtEC was contracted by the Bureau of Reclamation (BoR) to conduct a comprehensive recreational planning study for the East Park Reservoir. The East Park Dam and Reservoir is situated in the rolling foothills of the Mendocino National Forest. The reservoir lies along a migratory corridor between California’s Central Valley and the Coastal Range. Previous to this project, the East Park Reservoir had a history of overuse and resource degradation problems from lack of a management presence and a management plan. The recreation study involved multidisciplinary analyses to develop recommendations for enhancing recreational use and management of existing facilities. During the course of this study, we interviewed the local community and park users for input, identified over-used and degraded areas, identified short and long-term development goals, identified opportunities for facility development and upgrades, analyzed biological and threatened resources, identified potential funding resources, and developed standards and guidelines for compliance with various standards such as the Americans with Disabilities Act (ADA).

 

This study provided data from which TtEC developed a strategic recreational development plan to meet future demand and provide new recreation opportunities for users. The development plan involved many new initiatives including: cost-sharing and funding strategies due to BoRs limitation on spending under Public Law 89-72; campground standards and design guidelines; area-specific recreation development plans; natural resource management guidelines, and an overall implementation plan. Finally, TtEC prepared conceptual plans and drawings for a full range, long-term development program providing a blueprint for the future of East Park Reservoir.
