Columbia River Basin Fish and Wildlife Project, WA

TtEC was contracted by the Bonneville Power Administration to conduct a National Environmental Policy Act (NEPA) project providing support for fish and wildlife initiatives for the Columbia River Basin. The Columbia River Basin covers 260,000 square miles and is key to regional development, agriculture, transportation, recreation, fisheries, and hydropower. Under this indefinite delivery / indefinite quantity (ID/IQ) contract, TtEC provided multiple and varied services from small, short-term projects to major program efforts. The Sawtooth Valley Sockeye Salmon Conservation and Rebuilding Program was designed to increase the number of endangered sockeye salmon in Sawtooth National Recreation Area lakes. We prepared an environmental assessment (EA) to evaluate trapping of sockeye adults and outmigrants, hatchery rearing, habitat improvement, and genetic research. The EA also included long term program evaluations such as hatchery expansion, lake fertilization, and removal of upstream barriers.

TtEC conducted an EA of the Grande Ronde River to evaluate and make recommendations on efforts to conserve and rebuild the population of threatened spring chinook salmon. We developed all the necessary documentation required for program approval. Key elements of the program included: evaluation of fish, wildlife and botanical species; mapping of wetlands; investigation of cultural / historic resources and land use; and consultation with federal and state agencies. For the Washington Wildlife Mitigation Program, TtEC prepared an EA on multiple wildlife habitat projects to mitigate for the wildlife habitat lost as a result of the construction of six hydroelectric projects on the Columbia River. The proposed mitigation actions included improvement of habitat on existing lands and acquisition of new lands within five different project areas.
