Floral Point, Naval Submarine Base

 Tetra Tech was contracted by NAVFAC NW to design and build a shoreline protection system and vegetated soil cover at Floral Point, part of Naval Submarine Base Bangor in Silverdale, Washington. Placement of the shoreline protection system could not begin until after June 15, 1997 because of the presence of surf smelt spawning beds.

  • Tetra Tech designed and constructed a shoreline protection system, including beach nourishment; installed a vegetated soil cap; and repaired and upgraded the site perimeter road, concrete turnaround, and boat ramp. We designed the shoreline protection system to reduce the potential for further beach erosion.
  • Before beginning construction of the shoreline protection system, large rock and concrete Jersey barriers (previous attempts to control erosion) were removed from the beach.
  • We covered the beach with approximately 3,600 tons of rock, which was then graded to a slope of 5H:1V to 7H:1V.
  • Stormwater runoff from the site was conveyed to the Hood Canal via two saltwater marshes located adjacent to the site. To ensure that these marshes were not affected by sediments during clearing and grubbing of the site, we implemented control measures that minimized erosion and soil transport.
  • Construction and repair of the boat ramp required fast action by the Navy and by Tetra Tech as work had to be completed by October 15. This repair work required coordination with SUBASE personnel since the Floral Point boat ramp is the only ramp in service for the base.
  • The ramp design included placement of 14 pre-cast concrete sections at the lowest end of the ramp, eliminating the need to place wet concrete into the waters of the Hood Canal.
  • To ensure that work on the boat ramp was completed within the window of opportunity, work was often done at night, taking advantage of the low tides.
  • Tetra Tech used pre-cast concrete to complete the project on schedule and within budget.
