EcoElectrica LNG Import TerminalTtEC provided environmental consulting services for the EcoEléctrica Liquefied Natural Gas Import Terminal and Cogeneration Project, a joint venture between Kenetech Energy Systems and Enron Development Corporation, which involves the delivery of liquefied natural gas (LNG) by specially designed ships to the site, on-site storage of the LNG, and gasification of the LNG to fuel two 160-MW combustion turbines.

 

TtEC prepared numerous permitting documents and developed a permitting strategy for EcoEléctrica’s application to the Federal Energy Regulatory Commission (FERC), the lead federal agency for the project. The FERC and the Puerto Rico Planning Board jointly prepared the Environmental Impact Statement for the project through a third-party contractor. TtEC was also responsible for coordinating regulatory approval through local and Commonwealth agencies.

 

Our staff prepared the Application for Site Approval to the Puerto Rico Planning Board. TtEC also prepared the Section 3 Application for Approval of Place of Import submitted to FERC. TtEC was also responsible for preparing the environmental impact report (EIR) used for state licensing.

 

TtEC assisted EcoEléctrica during public hearings, site visits, and other interactions with FERC and other local government personnel. Our biologists and ecologists provided EcoEléctrica with mitigation options to reduce impacts on sea grass beds, mangroves, and existing wetlands at the site to facilitate regulatory approval and allow for an accelerated permitting schedule. Biological Assessments were prepared for the West Indian manatee and the least tern.
