President, Tetra Tech EC, Inc.

Frank C. Gross joined Tetra Tech as Executive Vice President and President of Remediation and Construction Management in July 2011. In his current role, Mr. Gross leads the part of Tetra Tech that focuses on program management and construction services, including design-build and design-bid-build services, for environmental remediation, infrastructure, heavy civil, military transformation, ports and harbors, energy, and communications projects.

Mr. Gross previously served as President of the Industrial/Process Business Unit of URS Corporation’s Washington Division since February 2008. In that role, Mr. Gross was responsible for the overall growth and operation for a unit that provided single-source engineering, construction and management services across a wide variety of markets including oil, gas and chemicals; industrial/manufacturing; biopharmaceutical; consumer products; automotive; and integrated services. Mr. Gross grew the Industrial/Process Business Unit from $400 million per year when he started to more than $850 million at the time he transitioned to Tetra Tech. Under Frank’s leadership the unit pursued and won strategic new construction work with energy companies in Texas and Alaska, as well as international projects in Qatar and Abu Dhabi.

Mr. Gross joined Morrison-Knudsen (now part of the Washington Division) in 1978 as an associate engineer working in estimating and project controls. His worked as a project engineer and project manager for multiple power and process projects across the United States. In 1991, Mr. Gross was named director of projects for the Process Business Unit and was responsible for staffing and executing capital construction projects and turnkey programs. In 1994, he served as director of the Sun Oil/Washington Group Alliance construction-management program covering six refineries. In the 2000s, Mr. Gross served in progressively more senior management team roles, promoted to Senior Vice President of modifications for the Power business unit and then to Executive Vice President of that unit before assuming control of the Industrial/Process unit.

Mr. Gross earned a bachelor’s degree in civil and environmental engineering from Clarkson University in Potsdam, New York. He works out of Tetra Tech’s Houston, TX, office.
