Tetra Tech EC, Inc. (TtEC) has played a key role in the construction of the Three Rivers Solid Waste Authority (Three Rivers) landfill facility located outside Aiken, South Carolina. Construction of this 1,400 acre site began in early 1997 with TtEC winning a competitively bid $7.1 million dollar contract for the general site development of 256 acres and construction of the first of 11 proposed cells for this site. Since 1997, TtEC, at Three River’s request, has continued to provide additional site development, constructed two additional cells and provided engineering assistance in obtaining permit modifications from the state.
In total, TtEC has performed $16.2 million in work and provided value-engineering changes resulting in savings to the client totaling in excess of $1.8 million. Opened in 1998, Three Rivers is the 13th largest landfill in terms of permitted air space in the United States. It is one of a few, nationally, to meet the more stringent Subtitle D regulations developed by the Environmental Protection Agency. Years later, the completed facility is a remarkable example of regional cooperation among the nine counties it serves: Aiken, Allendale, Bamberg, Barnwell, Calhoun, Edgefield, McCormick, Orangeburg, and Saluda. The project has become a model for local communities around the nation as they struggle to meet municipal solid waste disposal challenges.
