R Street Sanitary Sewer and Storm

The R Street utility repair/renovation project under our NAVFAC NW IDIQ contract demonstrates Tetra Tech’s capability to plan, manage, and execute a design-build infrastructure restoration/modernization project at an active government installation within a tight timeframe. R Street serves as the main thoroughfare in the heart of Puget Sound Naval Shipyard (PSNS) for truck, forklift, and mobile crane access to and from Dry-dock 6, between Buildings 450 and 462. PSNS provides overall maintenance, fueling, de-fueling, and Dry-dock activities to support the Navy’s mission-critical objectives.

  • Because the sanitary sewer and storm drain systems were close together, Tetra Tech worked with the Navy to determine whether repairs to two systems could be done concurrently under one fieldwork effort.
  • We were successful in developing and implementing construction procedures and techniques to construct the new systems through dense utilities and other interferences without damage or interruption of utility service. This was a significant accomplishment, since NAVFAC NW and the Shipyard had anticipated substantial damage to existing utilities during this project.
  • Combining the fieldwork for two systems through careful planning and execution of sequenced work activities saved an estimated $800,000 for intrusive activities required to accomplish repairs to each system separately.
  • Excavation and installation costs were reduced by routing both systems together in one corridor, reducing backfilling, paving, excess soil disposal, and related activities costs.
  • Completed the project one week ahead of the original completion date.

Safety Highlight. Completed this project without a recordable injury and zero loss time performance.
