Naval Facilities Engineering Command (NAVFAC) Southwest Remedial Action Contract (RAC) III

TtEC was contracted by NAVFAC Southwest to provide technical environmental services and program management support at active Navy and Marine Corps bases, as well as bases impacted by DoD’s Base Realignment and Closure (BRAC) activities. This is TtEC’s second time as an award winner on this $250 million indefinite delivery/indefinite quantity (ID/IQ) contract. Under this contract, 84 contract task orders have been awarded for work at 18 active and former military installations in the region. Task orders have ranged in scope from a RCRA hazardous material abatement task to a radiation survey / remedial action at the former Hunters Point Naval Shipyard. A total of 31 sites were closed under this contract. TtEC maintained an excellent record of Health and Safety, working more than 1,185,000 hours with a recordable incident rate of 1.8, as compared to the national of above 6.0, and zero lost time incidents.

 

TtEC worked with a vast array of Federal and state regulators including: EPA Region 9; Naval Ordnance Safety and Security Activity; Navy Radiological Support Office (RASO); Regional Water Quality Control Boards; County Departments of Health; Air Quality Management Districts; US Fish and Wildlife Service; NOAA Fisheries and the U.S. Army Corps of Engineers. TtEC has partnered extensively with NAVFAC by providing public involvement support efforts that include working with community groups and stakeholders.

 

 

Project Highlights

  • Completed 100% of task orders on budget and schedule, resulting in consistent award fee ratings of >97%
  • Developed and implemented an exit strategy at Moffett NAS that included a treatment optimization and shutdown plan for a complex regional groundwater plume with multiple PRPs as well as negotiating a favorable ROD for a landfill which was stalled due to agency disputes
  • Developed an analysis and sampling plan for the Alameda Annex which allowed for a significant reduction in operation of a bioslurping system to remove subsurface contamination
  • Developed an on-site laboratory at the Hunters Point Shipyard to perform radiological analyses on soil samples maximizing the utilization of personnel and equipment and reducing results time from 30 to 5 days
