Otis Air National Guard Base (ANGB) JP-8 Bulk Fuel Storage Tank Systems Upgrade, Massachusetts |

Operated by the US Air Force from 1955 through 1972, Otis ANGB occupies 5,500 acres and contains runways, maintenance areas, access roads, housing, and support facilities. Recently, Otis ANGB personnel noticed that the JP-8 bulk fuel storage tank systems, specifically the Above Ground Storage Tanks (ASTs), were becoming “cloudy” as a result of infiltration of precipitation and condensation. The Air Force Center for Environmental Excellence (AFCEE) awarded Tetra Tech the task of upgrading the fuel systems.
- Two ASTs (900,000 gallons and 500,000 gallons) in the Otis ANG Fuel Storage System were upgraded during this project. The upgrades were based on military guidance (Department of Defense Military Handbook 1022A—Petroleum Fuel Facilities) and all applicable portions of API 650.
- Prepared a MADEP recycling permit on behalf of Otis ANG.
- Assisted Otis ANG with the short-term accumulation of this waste material and transportation of the waste off-site for blending and re-use.
- Performed a shell assessment utilizing ultrasonic testing data and as-built data.
- Removed the existing roof system, design-built the new roof, and replaced the floating roof seals.
- Project costs were significantly reduced through MADEP’s acceptance of the Tetra Tech-prepared recycling permit for Otis ANG, which enabled re-classification of the waste stream, and by the aid that Tetra Tech provided with short-term storage and re-use of the waste.
Safety Highlight. Environmental protection included that each tank over 40 feet high, required erection of temporary work platforms and attention to safety for work conducted on elevated platforms. Our Work Plan addressed spill prevention. Our H&S Plan included OSHA-compliant confined space entry, fall protection, inerting/venting and reduction of explosive atmospheres.
