Offutt Air Force Base (AFB), Emergency Underground Storage Tank (UST) Evaluation, Maintenance and Repairs at DLA Fuel Facilities 528 and 529, Nebraska

Offutt Air Force Base

 Tetra Tech was contracted by AFCEE to manage and conduct emergency evaluation, maintenance, repairs, and construction management at Offutt AFB’s bulk transfer fuel facilities for their USTs installed in 1959. This included the cleaning inspection of the USTs in accordance with the American Petroleum Institute (API) requirements to determine the extent of corrosion and the remaining life of each UST. Offutt Air Force Base personnel were very pleased with the work performed and have proposed additional work for Tetra Tech in the near future.

  • Inspection of six 50,000-gallon JP-8 USTs at Facility 528 and Facility 529, and inspection of 3,100 linear feet of transfer piping and tank repair.
  • Inspections also included visual inspections, magnetic particle, ultrasonic inspections, and magnetic flux leakage scans and were conducted in accordance with all applicable, local, state, and federal regulations governing the inspection of USTs.
  • Design of jet fuel receipt filtration, transfer, and offloading systems, including estimates.
  • Helium leak testing, hydrostatic pressure testing, and cathodic protection survey.
  • UST evaluations were completed more than three weeks ahead of schedule and 22% under budget.
  • Completed fieldwork ahead of schedule through efficiencies gained from performing simultaneous repair efforts, simultaneous inspections, and combining mobilizations.

 

Safety Highlight. Due to our successful safety performance and expedited project completion, AFCEE has since awarded additional tasks to Tetra Tech including the inspection and repair of a fuel pipeline and flight line hydrant system.
