|
Ludlow, Vermont
TtEC is providing complete environmental permitting services for a 25 MW biomass fired power plant located in Ludlow, VT. The project is being developed by Access Energy headquartered in Park City, UT. The fuel source will be whole tree chips, with round wood delivered to the site by rail and truck and chipped on site. The project also includes a 4 mile transmission line. TtEC completed a Critical Issues Analysis, which identified air quality, wetlands, traffic, visual impact, and cultural resources as potential significant issues for early evaluation and potential mitigation.
Major permits and approvals include air quality construction and operating permits and a Section 248 Certificate of Public Good from the VT Public Service Board. The 248 Petition include evaluations of ten comprehensive environmental criteria, expert testimony and public and agency hearings. TtEC is conducting extensive wetlands and archeological field investigations and traffic and noise field investigations have been completed. An extensive visual impact analysis has been undertaken focusing on key views from the adjacent elevated receptors near Okemo Mountain Resort. TtEC is also assisting with local and regional public relations.
Project Highlights:
- Assessments of rail and truck transport of round wood and on-site chipping
- Extensive field studies of on-site wetlands and archeological features and regional historic sites and visual resources including Okemo Mountain Ski Resort
- Comprehensive air emissions permitting and assistance with plant emissions control design
